This is a magnetic kill switch for the OSET.

By wearing the strap around your wrist, the switch will release and cut off the power to the OSET if the rider becomes separated from the bike in the event of a fall. This prevents the unlikely event of the bike swinging wildly due to throttle failure or other reasons during a fall.
