CAGE 05869 indicates Raytheon Fullerton, which before Raytheon bought Hughes Aircraft was the Hughes Aircraft Ground Systems Group (GSG). The unit is labeled ASSY 80063 and A3009738. Historically speaking, Raytheon announced the Hughes defense acquisition in January 1997, received DOJ approval in October 1997, and completed the transaction on December 17, 1997. Thus, there is a good chance this was made by the original Hughes Aircraft (GM didn't interfere much with Hughes, Raytheon certainly did)
if you look at the internal photos, the circuit is very simple and clearly for ESD protection, the two SMAs are connected together, a Joshlyn H3 series suppressor (F5010-16) goes to ground and a 0.47Ω resistor goes to the solder terminal.
I think of this less as a part that you could use in a piece of radio gear as a bias-T (the RF performance won't be great), and more as a collectible ("authentic artifact" is a cute term I've seen) representing a time in our history where we were more focused on high tech solutions and engineering teams rather than than on shareholder returns. It was often said by those who worked at the old (pre GM) Hughes Aircraft (owned by the Howard Hughes Medical Foundation), "We are a non-profit corporation, though we didn't intend it that way". The multiple sales took care of the profit part but eviscerated large parts of an innovative business.
