Found this piece on a 1968 Mattel Ken doll. Which was with a grab bag of all 1960's barbies. So from my honest and best perspective, this is as a vintage 1960's clothing article. Although a message came to me from a shopper on Ebay who said this was 1990's era. Unsure of this persons expertise on the matter, but thought it might be worthy to mention in case my perspective is inaccurate.
