Utensils themselves look to be silver plate, bands are sterling silver with a mop style mother of pearl handle. Found one other marking that I make out “community” barely but doesn’t seem to be on all pieces. There is no markings other then sterling on bands that I can find. All but serving fork seem to be in really good condition which the band in it doesn’t match the rest.
