I pulled this one out of my rare stack is this womens, BNWT dark navy, Rapha Pro Team RCC Winter jacket in a size MEDIUM.  Rapha Pro Team is a closer fit and with the make up of this jacket is no exception. 39" to 40" would be the most that you could go here on fit of this.
