This is Vogue couturier Design Pattern.  Size 12. Bust  30.  Hip 33.  It has not been used but the envelope has some tears from age.  The pattern pieces are all intact.  Fitted jacket with narrow turn down collar.  welt pockets with diagonal accent.  Shaped side front seams with pockets below waist line.  Vent at centre-back seam. Long two piece fitted sleeves or 3/4 turn back cuff sleeves. Slim skirt with vent at back.
