Note the sticker on the wheel says 11-7 and the sticker on the box says 7 x 12 both have the same part number I believe the sticker on the wheel to be the right one.
This is a new wheel it was in its original box, but that box is in bad shape and is no longer suitable for use and the wheel will be repackaged.
Surplus to a now closed business that had spare parts on the shelf to service their customers.
