They are not state issued, and are more of a novelty tribute coin, not a challenge coin.
Generally challenge coins are pressed with a die.
The image is flat and smooth.
The images and wording are applied with a process called sublimation.
The images in the center area on the coin are fused to the material.
These are NOT engraved, die stamped/pressed, and are NOT stickers.
