From Geo.V. Milar store in Scranton, Pa in 1900’s
They sold Haviland China, other brands of china, cut glass, silver, brassware, pottery etc.
I thought this might have been used in the store. The inside is in very good condition. One of the tubes is damaged. 
This would be a very nice piece for a fine dining establishment.
