It seems a likely possibility that there was a need for a supplementary printing/reprinting order for increased demand. The second paper used is exactly the same paper as used for the #641 Telephone centenary stamp issued July 26 and the Supreme court stamp issued Sept 2. All of these issues were printed by the Ashton Potter printing firm who sourced and managed the papers for printing.
| There are two very distinct papers for the 8¢+2¢ olympics stamp. Canada's very first semi postal stamp. These are easily distinguished with the naked eye. You do not need an ultraviolet lamp to tell them apart . The UV reflected light quality is secondary to the normal visual quality of the variety. (Unitrade catalogue mentions that the first paper is HF on the back and duller on the front and that the second paper is the reverse) The 1st paper
which occurs on the stamps issued April 17 1976. is very smooth on the front , smooth and white
on the back and stays flat. It tends not
to curl towards the gum side in low humidity.
The 2nd paper which
appears it may be a later reprint order or supplementary printing has a slightly horizontal
texture (not smooth) and has bluish horizontally streaked gum on the back. 2nd paper has a slightly horizontal

back. This is exactly the same paper and pane format as used to
print all Bell stamps (scott #641 horizontal) issued July 26 , and the supreme
court stamp (scott# 669 also vertical) issued on Sept 2. 2nd paper is
less smooth. The second paper tends to
curl towards the gummed side (cupping) in dry indoor humidity (winter)
