The Growler was laid down on 15 February 1955 at the Portsmouth Naval Shipyard in Kittery, Maine. She was launched on April 5, 1958. The submarine entered service on August 30, 1958 at Portsmouth under the command of Lieutenant Commander Charles Priest Jr.
