This silver plated vessel is very tarnished and needs some TLC.  It was made by the Pairpoint Manufacturing Company in New Bedford, MA.  The design number stamped into the bottom is 1928.  According to AI from Google, this was probably a piece of a large Victorian tea set.  It was suggested to be a "sugar bowl base" or for waste such as a used tea bag.  Another possibility was a spooner, but was rejected due to its size.  This piece is about 2.25" wide (edge to edge) at the top, about 2.5" tall including the feet and about  2" deep.  It is about 3" from the little knob on one leg to the knob on the next leg.
