The RS-28 Sarmat (NATO reporting name: SS-X-30, often nicknamed "Satan 2") is a Russian fifth-generation, silo-based, heavy intercontinental ballistic missile (ICBM) system.It is a liquid-propelled, three-stage missile developed by the Makeyev Rocket Design Bureau to replace the aging R-36M2 Voyevoda (SS-18 Satan), which has been in service since 1988.

Development and Service History

The development of the Sarmat began in the 2000s, with the initial deployment target set for 2018–2020.The program, however, has been plagued by significant production delays and test failures. The first successful test launch occurred on April 20, 2022.Subsequent tests in September 2024 and November 2025 failed—the first with the missile exploding in its silo, the second failing during the boost phase—though these were not publicly acknowledged by Russian authorities.

A second successful test was conducted on May 12, 2026, from the Dombarovsky silo in Orenburg Oblast.Following this test, RVSN Commander Col. Gen. Sergey Karakayev reported that the first regiment equipped with Sarmat ICBMs is expected to begin combat duty at the 62nd Missile Division at Uzhur later in 2026.

Despite this progress, the missile's development record remains contentious, with two successful tests out of several attempts being considered "shaky ground" for operational deployment.However, with over one-third of Russia's deployed land-based nuclear warheads still carried by the aging RS-20V, Moscow may be compelled to accept the risk and proceed with fielding its intended successor.
