BIOGRAPHY OF THE
HONORABLE CHARLES ASA FRANCIS
Charles Asa Francis
(1855–1934) was an American politician from Monmouth County, New Jersey,
born on October 28, 1855 in Adelphia, New Jersey. For more than half a
century, Francis was an active and colorful figure in Monmouth County.
After serving for two terms in the New Jersey General Assembly,
Francis served in the New Jersey Senate
from 1897-1902, his final year as Senate President during the administration of
Governor Franklin Murphy. For a brief interval in 1902, he was acting
Governor of the State of New Jersey.
Having previously served as town common
council-member in Long Branch, NJ from 1884 to 1895, and 8 years as Postmaster
at North Long Branch, Francis became the first Mayor of Long Branch, New Jersey
under the reincorporation of Long Branch as a city on April 8, 1903.
He served as Sheriff of Monmouth County
from 1903 to 1906.
He served as Treasurer of Monmouth County
in the 14 years preceding his death.
In addition, he served as Republican County
Chairman, State Committeeman and President of the NJ Board of Education in the
1880s. In 1911, he was appointed Collector of Customs for the Port of Perth
Amboy, NJ by President William Howard Taft.
He died on April 18, 1934 in Long Branch, New Jersey and is buried in
Old First Methodist Church Cemetery in West Long Branch.
Surviving at his
death were his widow, Mrs. Helen Lylburn Francis; two daughters and one son.
