This is a dual retractable pencil and a fountain pen. These mechanical pieces were typically one retractable item so this was a signature piece. The end of the pencil or fountain pen twist off so that you can leave lead in the pencil when your lead runs out.

The two bands on the implement, move up and down to retract the pencil or the fountain pen. This is a very ornate piece.

It is gold tone, and it may be plated or something else, but it is untested
