You are buying a New, With Tag, Hincapie "Death Valley Velo Club" Sleeveless Cycling Vest in a size XL. 

The vest measures (when laid flat):

armpit-to-armpit: approximately 20.5 inches

top of collar to bottom of front hem: approximately 25 inches

The vest has a full-length front zipper and three rear pockets.
