Vintage wool-blend tweed skirt from the brand Roth LeCover  a brand specializing in classic, tailored clothing,  from the 1960s to 1980s.

The hem will need some reenforcement as part of it is coming out. There are cut outs on both sides of lining. Do not know if this is how lining came orginally my quess someone altered the lining for easier movement.
