You are looking at an expanding scissor style luggage rack. The scissor part is about 16” tall when closed. I opened it up to 36” wide. The scissor part was about 14 1/2” then. The piece needs to have some parts straightened. It expands but needs oil to go smoother. The middle “L” bolt is bent. All 3 bolts have different ends. This piece is rusty and dirty.
