It appears to be made of solid resin and weighs 9 pounds 13.6 oz.  Given the weight, I wonder if it might be made of some sort of pottery or crushed stone.  It is very heavy and will not blow away at all!  It is about 12 inches at the widest point and sits about 3 inches tall.  This is ideal for sitting on top of a table on your deck or on a wall.  Marked 1995 UDC. Matte finish. 

It is unused and still has the sticker and cork pads on the bottom.
