PUBLICATION NOTE:Under the guidance of the policy of promoting socialist democracy and building a sound socialist legal system formulated at the Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party, the National People’s Congress and its Standing Committee have, since 1979, enacted many important laws. Those adopted during the period 1979-86 have been compiled in three collections by the Legislative Affairs Commission of the NPC Standing committee and have been published in Chinese.
In order to acquaint readers abroad with China’s laws and with what China has achieved in building a new legal system we are no publishing in two volumes and English translation of the Chinese edition of THE LAWS OF THE PEOPLE’S REPUBLIC OF CHINA, published by the People’s Publishing House, Beijing. The publication note in the Chinese edition is not included.
This volume (Vol. 2) includes all the laws, decisions amending or supplementing the laws and other decisions regarding the laws that were adopted by the National People’s Congress and its Standing committee during 1983-86.
This English edition represents a collective effort of many experts, under the aegis of the Legislative Affairs Commission. We wish to pay tribute to the following persons who took part in the revising and finalizing of the translations: Qiu Shaoheng, Li Haopei, Han Depei, Qian Weifan, Zheng Zhaohuang, Dong Shizhong, ChenGongchuo, Zhang Hongzeng, Yan Zekui, Luo Liang, Zhao Yihe, Tang Bowen, Zhou Lifang, Li Boti, Tang Houzhi, Tang Zongshun, Lin Xiangting, Shao Xunyi, Gao Sunlai, Huang Shiqi, Wang Nongsheng, Jiang Guihua and Gao Yunxiang.
