Location: could be London, could be anywhere with similar Gas Lights & Georgian Brick...???

APPRAISAL: Interesting composition, appears to contain social comment amidst sentimental lighting...all pedestrians are back facing with street vendor (flowers?) front facing. Not unlike London Theatre district West End/Covent Garden etc given excessive lighting under awning ... and well dressed pedestrians dress coats, high heels, brollies  versus vendor being somewhat less dressed ...
