These were purchased at a freight sale earlier this year, and they were brand new in the original bulk factory bags.  We packaged them in heavy Ziplok bags for resale.  Note that the compression ferrule is designed to protrude through the nut slightly.  This provides extra support to the tube, which can be somewhat delicate in small diameters such as these.
