Duty is not included into the Price.

In the case Fedex or UPS is asking buyer to pay for Duty, as per Ebay policies the Buyer is responsible to pay the Duty for goods imported. 

Sometimes Buyers will not need to pay duty when the item import is under De Minimis Value, means Free of all Duty charges (depends of country)

USA : It is hard to tell, since it does change very often.

Europe Union : No duty to pay on Import of 150 Euros and less value (But need to pay the VAT tax (sometimes charged by Ebay)

United Kingdom : No Duty to pay on Imports of uk135 (About 185 USD$) 

Australia : No Duty to pay on Import of A$1000 and less value.

But need to pay GST tax.

Japan : No Duty to pay on Import of Y10.000 and less (About 71 USD$)
