This could be a dollhouse miniature, a collectible ornament wood churn, or a wall bucket ornament. It was from an estate of German folk art dollhouse furniture, and I was told it was from Germany. With minor wear, marks. The paint is worn off on the bottom, so there is no signature or tag if there were one. The wood piece is glued to the plaid cloth. Please view all photos as part of the description. Measurements are approximate.
