It is in very good condition - most likely vintage

Actual measurements are:

Armpit to armpit approx 23.5"

Shoulder seam to shoulder seam approx 19"

Sleeve length from shoulder seam to cuff approx 20.5"

Length down the back approx 23.5"

This jacket does have a few black marks that I was unable to remove.  Please see pictures.
