This listing is for a vintage 'Gutt-Ball' released in the early 90s by 'Toys by George!'. It's complete with original box. It's about the size of a tennis ball, and has a string attached to it. It's from some craze that was happening at the time in California on the beach as the packaging states.

There is ZERO info about this on the internet. Which is super weird. This George guy made one toy and then disappeared forever. Also the term 'Gutt-Ball' apparently. Not exactly sure what you're supposed to do with this thing. But it's a weird little bit of history here, waiting for the right person who knows what this is and wants to own it again or possibly for the first time.
