*** This is a very nice, extremely hard to find piece of history. You would have a difficult time finding another one like it.  I can see it displayed at a vintage clothing store or used as an authentic movie prop. The best I can tell it is from the 1920s to the 1930s. It is in very good condition for its age.  Everything is tight except the bottom feet.  The are in good condition,  I didn't want to over tighten them.  It was a barn find in Richvale California in the late 1980s. It's been safely displayed at my home since. Time to share.  ***
