This is a Western Electric 61A ringer, which was commonly used in telephones. Western Electric was the manufacturing and supply unit of the Bell System from 1869 to 1983. The 61A ringer was often found in older telephone models, such as the 500-type telephone, which was introduced in 1949. The ringer mechanism consists of a bell, an electromagnet, and a clapper. When a call signal is received, the electromagnet is energized, causing the clapper to strike the bell, producing a ringing sound. The specific ringer in the image could be a part of the Lionel 2227B-7 Tender Bell Ringer Assembly.
