The medal is base metal, with a gold plating, and has a very small inlaid diamond, ruby and emerald.  The diamond has been tested and confirmed as authentic. I do not have equipment to test the other stones, so I do not know if they are genuine or authentic. The diamond is inlaid into a larger silver-tone setting, which in inlaid into the medal.  Good pre-owned condition, with some light wear typical of storage and prior use – there may be a few small scuffs, scratches, spots, nicks, tarnish, etc, please see photos for full details and close-ups. There is a bit of epoxy residue on the back of the medal as shown.
