This is a 1964 Topps baseball card, #131, signed by Steve Boros (1936-2010) of the Chicago Cubs. Mr. Boros was renowned for his intellect, was a huge proponent of stealing bases based on the measured mathematics of the pitcher's delivery, and hired a sabermetrician before that was a common practice. He had a long career as a player, coach, manager and scout. 

It has been authenticated by PSA/DNA, encapsulated, and given a Certification number of 84386246. The ink signature might have started out as blue (Flair?) but it looks purple now, please look at the photo.
