The certificate was signed by Henry A duPont, Medal of Honor winner for his military service in the Civil War. He was also a US Senator from Delaware from 1905 to 1917. He signed as President of the company.

This line ran from the duPont explosive works in Delaware to Philadelphia in 1868 and called the Wimington and Brandywine Railroad. It was taken over by ther Reading Railroad in 1898 and renamed the Wilmington and Northern Rail Road.
