This appears to be a very early version of the Bodum "Ball Boy" Pepper Mill. It has the early red plastic stopper in the bottom, and is a larger size than later models, at approximately 5.25 inches high.

"The “Ball Boy“ salt and pepper grinder was originally designed and made by the Danish furniture maker Richard Nissen in the early 1970‘s, in Denmark. The original Nissen versions are also a touch larger and have different grinder systems. The pepper had a patented grinder system, from 1972, were the Ball Boy was filled with pepper corns through a hole in the centre of the grinder, which was plugged with a red or black plastic stopper during use. "
