Lovely unique item. Wheels move. Could put in a dollhouse, but it is too big for normal.dollhouse scale. Marked Japan.  I have not cleaned or polished this item. Not sure if discoloration is permanent, it was in the toy when I got it. See all photos.  Great for shadow box display,  jewelry making, or art project.
