Perhaps an b1800s belt  re-purposed into an arrow quiver front panel ? ....or a pipe bag? ( front panel no container sack )

The playful fringe suggests this?

This fine beadwork with an autumnal leaf theme is a re-purposed  1800s sash remnant  with fringe added

It appears to be a fringed panel for a long case with fringe added 

The fringe and pearly trade beads are also very antique but probably a bit younger than the sash

The seed beds here are very tiny and irregular and feature lovely trade bead colours like Cheyenne pink

Inspect photos and note tiny areas of bead loss

This hangs 28" with fringe and looks impressive on the wall!
