HIGH SECURITY HEAVY DUTY 2-STAGE LOCK, LATCH & KEY WITH DRAW BOLT - WORKING

Turn the key 1 revolution and bolt projects 5/8 inch, turn again and it project by 1 1/4 inch. Key may be removed at either stage and from either side. The bottom bolt can slide into position irrespective of key position. As if that is not enough: the cranked lever can be wrenched into position to unlatch the lock. Also the usual square hole is provided which will also tilt the latch. 

This lock is made from heavy gauge steel plate and clearly from an industrial setting of some sort
