These are adorable vi tags handmade toddler boots. The boots are 4.5 inches long. After googling it I believe them to be a toddler size 2.5. There are no tags inside.

Made of wool felt & leather . 7.75 inches tall, 2 inches wide.

Boots are still attached to each other via a satin string.
