The dress has been shortened but the 4 inches of material is still there to be let down by whatever amount you need .  This will not be noticable because it was shortened by putting a pleat inside the skirt .  A line of stitching can easily be removed and the dress will be the original length.  I am a seamstress and I would be happy to do this for you at no additional cost. I could lengthen it up to 4 inches or any lesser  amount.   Any line that might remain on the outside would be covered by lace.

The dress is in great condition. The measurements of the dressform are 33.5...26...35.  Also check photo measurements. New elastic was put in the shoulder allowing the wearer to wear it on or off the shoulders.
