This Souvenir Hand Fan from Hawaii.  The scenes are probably airbrushed or printed (per Copilot).  The 28 plastic sticks are 6-3/4" long and when open the width is 11-3/4".  It is complete with an aluminum(?) rivet and loop and has a tassel in good condition.
