Born in13th of Tevet 1953, in Lodz, Poland. He studied at the Gur Hasidim Beit Midrash and was an activist in the "Agudat Israel Youth" movement. He immigrated to Israel in 1915. He began his "cooling off" in Israel as a construction worker in Tel Aviv and later established a small printing house.

In 1933 He founded Poalei Agudat Israel with other rabbis. At the outbreak of World War II, he was one of the first to warn in the press about the serious situation of Jews in Europe. Rabbi Mintz tried to lend a hand to various aid initiatives for European Jews. In 1953, he helped establish, together with Rabbi Herzog and Rabbi Mishkovsky, the "Rescue Committee of the Jewish Settlement in the Land of Israel" and was one of the members of the committee. After the war, he traveled to Europe to help the remnants of the Jewish people and recorded testimonies of the Jews who were saved. In 1976, he initiated a global union of Agudat Israel (PAI) workers and became a member of the Jewish Agency's security committee during the Jewish struggle against the British Mandate. From the end of the British Mandate until the establishment of the Knesset, he participated in the Provisional State Council and later became a member of Knesset.

Rabbi Benjamin Mintz was in correspondence with Rebbe of the Rayatz During World War II. Even when he was elected to be the representative of the AGI PAI to the Knesset, he continued to consult with Barbie. After the tribe's chairman, he corresponded with The Rebbe and consulted with him on matters concerning the establishment of Judaism in the Holy Land.
