Looking on ebay I think this is a cheap good quality chandelier hook that can also double as a shade gallery. Never seen 1 of these before so they are quite unique. Very versatile.. Cheaper than new too..
Here is a clean real brass chandelier hook and the box it was in said it would hold 10 kilograms…

This is something I know nothing about but looking on ebay I deduce that the important measurements are as follows…..
The width is 108mm
The inside diameter is 103mm
The height is 70mm
The holes are 95mm apart
