I am pretty sure this is NEW. I'm basing that on the fact the carboard part that goes over the part that you hang this on - has never been removed. There are two spots that have staples over what seems to be pieces of cardboard. Maybe there was some type of sales card or something on the back that was removed. 

If you're unsure what this is or what I took so many pictures from slightly different angles. This is Lenticular which is basically a 3-d picture that gives the illusion of movement.
