Lionel Prewar Tender #263WX. 

The ladder rails are missing off the back of the tender.

The tender has some spotty rust and shows wear throughout.  Please reference the photos.

The tender has a roller for the whistle, but the whistle and all the wires are missing.
 
There is NO box.
