Tenugui are traditional Japanese multi-purpose handkerchiefs.

They are commonly used in everyday life. They can be used to wipe your hands and body, wrapped around the head to protect from dust, worn as an inner layer for kendo, as a headband, and more.

Many are manufactured and distributed as tournament commemorative items, novelties, or souvenirs.

This tenugui is intact and has certainly never been used.
The proof is the "offcuts."
Most tenugui are made in lengths of 60m, which are then cut to any length around 90cm to suit the design.
Tenugui that are simply cut from cloth will unravel at the offcuts after being washed once, and will no longer unravel.

The fact that the offcuts remain is proof that the item is unused. Over time, ink will stain and the edges will fade, but as long as the offcuts remain, the item is brand new and unused.
