This is a 1942 California license plate topper, it is very used, but I removed the rust, and re-painted yellow. I have not painted the letters black because I would certainly mess that effort up badly. the 19 is very smooth, but the 42 had been rusted, soooo still looks slightly pitted even after re-painting (compare 3rd and 4th photos above to see difference).
