The end of the enameled handles have Seoul Korea on them. 

I believe the non-enameled ends (tines and spoon bowl and handles without the enamel) are stainless. The enameled ends are possibly silver-plate; however, I do not know what metal is under the enamel just that it is not sterling., but they are not staring.
