Very good condition and rare.   Vintage.   Made to look like a silver bar but is not solid silver.   Collectible.  1980s.  When try to turn it on there is a spark and smoke odor so might be able to make it work.  Been stored in cabinet for many years.  From clean, smoke free environment.
