For best results exfoliate lips first, apply to lips and reapply as needed.

Chapstick causes your lips to become lazy and decrease the amount of moisture your lips produce and more you apply the less your lips produce. So lips may need time to start creating normal amounts of moisture again and detox from the chapstick so lips may feels drier for a little until adjusted.
