This is a CATO, women's, pullover top with a pleated ruffle on the hemline.  

The hemline is also asymetrical. It is 3/4 sleeved with scoop neck. Color is teal blue.  

Size is XS. Measures 17" armpit to armpit, and 25" long. Dressy and classy. 

Machine washable. Condition is excellent.
