This specific "slash-bottom" curved handle style was heavily produced from the late 1930s up until World War II (around 1941), with some remaining stock sold immediately after the war.

The handles are made of Catalin, a type of cast phenolic resin related to Bakelite. Unlike true Bakelite (which typically includes wood flour fillers and comes in dark colors like brown or black), Catalin could be produced in vibrant, translucent, or marbled colors like your green and butterscotch pieces. The "Butterscotch" Effect: The orange-yellow handles likely started their life as a much lighter cream, alabaster, or yellow color. Catalin chemically oxidizes over time when exposed to air and light, naturally darkening into that rich, highly sought-after "butterscotch" patina.
