This was part an an auction lot.  I could not find the manufacturer so exact production date is unknown---however I suspect there may be some markings underneath the green felt glued to the bottom.  I do not clean antiques, I've made cleaning mistakes, so I'll leave that to you.  Material appears to be brass---the skewers are very delicate---there's lots of ornate patterns on the base---the skewer heads look like warriors---there's 8 of them.  Please look at all the pictures (I've taken individual pics of each) and the measurements.
